Do skills I learn on iPhone work on iPad and vice versa?
Yes, iPhones and iPads are very similar. If you use VoiceOver, the same gestures will work on iPhones and iPads. The main difference that most users will spot is that some apps organised their screen layout differently on the small iPhone screen and the larger iPad screens. This isn't a major issue; it simply means that some screen items may be in different locations. The Mail app is a case in point. In cases where the iPhone and iPad differ significantly I have produced separate instructions. Most of the information is identical for iPhone and iPad but some pages, such as those for email, are slightly different for the two devices. iPads do have some additional advanced features which aren't present on iPhones; these are beyond the current scope of this website.
